A blanket placed over a burning or smouldering battery that acts as a thermal insulation layer: it contains heat and flames, limits spread, and so buys time until the fire service arrives.
For the garage or the shed, with one important caveat
A lithium battery in thermal runaway generates its own oxygen during that reaction. That is why extinguishing does not stop the chain reaction. What does help is cooling and covering, and keeping that up, because as long as the battery stays hot it can reignite.
The blanket is meant to contain the fire on the spot and stop it spreading to the bike, the car or the rest of the garage. It is not a replacement for the fire service. Always call emergency services first, get yourself to safety, and only use the blanket if that can be done without risk.

In a storage room, warehouse or workshop, the biggest risk is not the first battery but the second: spread to whatever is next to it. The HT-IV 1000 acts as a thermal insulator, keeps the fire manageable and helps prevent heat and flames breaking through.
The NIPV found temperatures above 600 °C reported in the literature on battery fires. At such temperatures, limiting spread is more realistic than extinguishing, and every minute the emergency services gain translates directly into reduced damage.
